Francis P. Blair was the father of the Union Postmaster General. He had excellent Republican Party credentials in that he was one of the founders of the Republican Party. Blair had also been a friend of Confederate President Jefferson Davis. Blair approached President Lincoln in 1864 concerning his plan to visit with Jefferson Davis and work out a plan for peace. His plan was to reunite the North and the South by forming a joint force to invade Mexico. In 1864, France had created a puppet regime in Mexico under the appointed ruler Maximilian. Blair contended that this was a violation of the Monroe Doctrine and a united army of Southern and Northern troops should invade Mexico and end the French puppet state.
