No set temp for heat pump, the colder it is outside the colder the supply temp. Until the supplemental heat kicks in. If you are in Florida or a similar climate, you may not have supplemental heat. The problem is the unit is operating below it`s design condition for the area and you`ll just have to wait for it to warm up outside.
