Disconnect battery.
Remove air intake, cover and spark plugs (cover holes with towel).
Remove fan shroud, fan itself and bug metal fan mount (3 big bolts).
Drain coolant.
Remove thermostat assembly.
Remove big crank shaft pulley (6 #10 bolts "inside" the cup)
Remove two plastic covers.
Remove thin "belt deflector" plate from crank shaft gear.
Two big gears on camshafts have vertical lines with letter "I" (for intake) and "E" (for exhaust) respectively -- those need to be exactly at 12 o'clock in the same time as the bottom "small" crank shaft's gear's "notch" also being at 12 o'clock.
Getting it all aligned can be tricky -- use two Allen wrenches to hold upper gears (they are spring-loaded by cams and "resist" getting aligned). Ask for help keeping those still, it is not hard -- your wife will do it easily -- you just need both of your own hands for cam shaft gear and timing belt/rollers alignment work.
Use deep socket wrench on a center bolt on cam shaft to get it into a right spot.
After getting all done and secured -- rotate the camshaft with deep socket wrench a few full turns and ensure marks are still aligned.
I am an amateur DIY guy -- so it took me about 5 attempts before I have nailed it.
By the way -- replace water pump while you are at it -- it is just a few more bolts to work through -- it is all already exposed for you. Just get yourself a "kit" with belt, new rollers and water pump -- it is cheaper than buying parts separately.
The timing marks are located on the flywheel and are visible through the access hole in the transaxle case. On manual transmission vehicles, the timing cover plate must be removed in order to view the timing marks and adjust the timing.
There are several websites online to view diagrams of a 1998 Chrysler Seabring timing belt. The easiest way to find it is to do a quick search from any search engine.

I depends on engine you have in your car. All timing marks are located on the crankcase pulley, cam pulley and, distributor has timing marks as well. In order to view all timing marks, be sure to have the front bumper removed & timing belt covers removed. In order to turn the crankcase by hand. Have a bottle of whiteout ready to place on timing marks for easy refferance. Always crank your wrench clockwise during timing mark lineup, remove sparkplugs to lose the engines compression. Whatever you do, do not remove the timg belt until you have all refferance marks lined up. At the crankcase, you will notice a permant refferance marker, ture the crankcase until you see a small notch on front of the pully. Once you find it, view the timing marks for the cam pulley. if the notch mark on the pulley don't line up with it's own refferance marker, turn the crankcase till these marks line up together. If they line-up, remove the distributor cap from the distributor and check to see if the rotor button lines-up with the number 1 notch on the car's distributor. If so, it's time to replace the water pump, crankcase seals, camshaft seals and install a new thermostat. Be sure all the pulley are locked into place to keep from moving when installing the new timing belt. To save yourself any headaches, buy a factory manual that has all the torque specs when replacing everything.
