it does not really control the speed of cars,what it really does is control the input of information being sent to it by sensors thru-out the car. For example:temperature sensor sends signal to computer telling it the state of the engine,cold /warmed up.

Which then the computer then tells the spark/fuel injection etc to either richen up the mix or lean out the mix for fuel economy.Speed sensors on front wheels send signals to computer for ABS brakes while speed sensors from transmission send ratio signals back to verify speed and transmission speed for gear selection .Some new cars now have rear end speed sensors for comparators between transmission speed and rear end speed.

So,in a sense the speed of the car can be controled by the computer.New cars have safety programs in the computers that will shut the car off if certain high end speeds are reached. For example 2008 Dodge Dakota if it reaches a speed of 102 mph the computer instructs the ignition system to shut off. Other cars now do similar things.Hope this answer your question.
