Mi'kmaq people's homeland had seven districts: Sikepne'katik, Unama'kik, Kespukwitk, Eski'kewaq, Piktuk aqq Epekwitk, Sikniktewaq, and Kespe'kewaq. A keptan or saqmaw (district chief) presided in each jurisdiction, doubling as local ruler and delegate (speaker) to the Grand Council.
