When a molecule of NH3 comes in contact with another molecule of NH3, the positive (Hydrogen) end of one molecule attracts the negative (Nitrogen) end of the other. This ability of the partially positive Hydrogen atoms to form strong bonds with other polar molecules (IE. Hydrogen Bonding) is why NH3 forms strong bonds.
