No, they will not cover it. However, if a gust of wind knocks it down, then they will cover the fence. Insurance does not cover damage caused by insects.

I was raised to the fact that the owner of the fence is to mend the fence but good neighbors would often chip in with work or meterials
It sounds like there is more to this story. Most fence companies don't get bored and go remove fences, they are typically asked, and payed to do so. If someone calls to have a fence removed, the fence company has no responsibility to mediate between neighbors who cannot make a decision.
I've not heard of one that does not also require a fence.
The person's collision insurance should cover the damage to their car, and their liability insurance should cover the damage to the fence and property. If they have no collision insurance, they will have to fix their car on their own.
Just build a little fence and put some sticks on the cover

Well many fences are made with panels overlapping laths which have a rough and a smooth side (the rough side is the one where the supporting structure of the panels is visible). The convention is that if, on the deeds of the land, maintenance of the fence is your responsibility (you own it) then you erect the fence such that the neighbour sees the smooth side (out of courtesy). The fence therefore physically divides a piece of land between the ownership of two people and "your side of the fence' is the side with the land which you own. Further depending on who owns the fence your side of the fence could be rough or smooth.
