No. China has a very long non-communist history under emperors. Russia was once ruled by czars, and they are no longer communist. Cuba was ruled by the Spanish.
East Germany (German Democratic Republic) was a communist client state of the Soviet Union from 1949 to 1990. It was created from the Soviet occupation zone of Germany (1945-1949) following World War II.
The government of the Soviet Union also called the Union of Soviet Socialist Republics was a communistic dictatorship (look up totalitarianism) under the control of Joseph Stalin. The government was in control of most modern day Russia and parts of modern day Poland from 1922-1941. Towards the end world war 2 up until 1991 it controlled most of the Balkan peninsula, eastern Europe, half of what was once Nazi Germany, all the way as far south as what is the Caucasus region & Kazakhstan.

Back in 1959, North Vietnam was Communist. Until 1975 when the Americans joined the North and captured the south. Now the whole country is Communist. yes the north was communist and it now entirely communist but the Americas did NOT join the north. they went into the south to protect them from the communist because they were afraid of communist invasion as was seen in cuba with the support of the soviets, the other superpower. it wasnt until after 1975 once all the American troops had left ( referred to as vietnamization) that the North captured the south :)
The answer to this question is actually somewhat complicated. The country's Constitution created the framework of a presidential republic, whereby the President is the head of state and head of the government. There are also two chambers of Parliament which share legislative power with the president. In reality the same people are in power as in the Communist era. There is an environment of cronyism and corruption. Opposition parties hold little power and elections are held for the same people year after year.
Communism
A communist system of government replaced the old, decadent, corrupt monarchy, after the Russian Revolution of 1917. Lenin created a socialist type of government, not a communist type of government. The government created by Lenin was just as repressive and autocratic as the monarchy that had been replaced. Dissent from Bolshevik/Communist doctrine or against the leaders of the Bolsheviks (meaning Lenin himself) was deemed counter-revolutionary and subjected the dissident to exile, imprisonment or death. All political parties, then existing as well as to be formed, except the Bolshevik/Communist Party were dispersed and outlawed. Lenin created the Bolshevik Party which seized governmental power from the Russian Provisional Government, which had been set up in place of Tsar Nicholas' II's rule. Then he created the first Russian republic called the Russian Soviet Federal Socialist Republic, which in 1926 became the Soviet Union. Once the Bolsheviks had all political power with no way for the people to change things, the government got just as corrupt as the Tsar's had been.
