Belgium
it is an allied power
They didn't really want to capture Dunkirk. What they wanted to do was to destroy the allied army which went into Belgium to stop the German invasion through the low counties (i.e. Belgium Holland and Luxembourg). Having the Allied army go into Belgium was a part of the German plan to encircle the allied army (which they did around the town of Dunkirk) and then destroy the army before the allied evacuated its army to England by sea.

Axis Power.
Britain entered World War I on the side of the Allied Powers primarily due to its obligations under the 1839 Treaty of London, which guaranteed Belgium's neutrality. When Germany invaded Belgium in August 1914, Britain saw this as a violation of international law and a direct threat to its own security. Additionally, Britain sought to maintain the balance of power in Europe and counter German aggression, leading to its declaration of war against Germany on August 4, 1914.
Yes, France was an allied power in World War 1.
