Pretty much, although the territory's development accelerated after WWII. It used to be a mere rocky island in Southern China before the Qing Dynasty ceded the territory to the UK who used it as an international trade center. Hong Kong was the first of the Four Asian Tiger economies and developed a strong manufacturing industry and became a global finance center in the 1960s. South Korea and Taiwan copied Hong Kong's success by government policies and grew afterwards. When the British left Hong Kong in 1997, it was considered a developed economy and living standards matched that of Western nations. Not to mention democratic practices saved Hong Kong from the modern iron grip of communist China.
