Yes, he was. There is no real historical start date of the Cold War, but instead it was a consolidation by the Russians of the Eastern bloc countries and the Western containment policies. FDR died April 12, 1945, at the end of WW2. When he attended the Malta Conference he was very sick and gave into Stalin on several points, but it was Churchill who would use the term "Cold War" in a speech in March 1946 nearly a year after the death of FDR.
