It is hard to say and there are historians on both sides of the argument. On the one hand, there is not evidence that he existed besides the story that was left behind. On the other hand, there are pieces to the story that correlate with the history of Mesopotamia.

Most historians will argue against his existence until his grave or Enkidu's is uncovered or more facts pointing to his existence are found.

Gilgamesh was a legendary figure in ancient Mesopotamian mythology. There is no concrete evidence to suggest that he was a real historical person, and most scholars suggest that he was a mythological character created to represent ideals and themes important to ancient Mesopotamian culture.

It is quite likely that Gilgamesh was a real person. He is listed as a Sumerian king in the very early days of that empire. His legendary exploits are questionable, however.
