The answer depends on the context and antiquity of the story. In the story of the Garden of Eden, God was certainly in the same realm as Adam and Eve, even to the point that Adam and Eve became like gods when they ate the fruit of the Tree of the Knowledge of Good and Evil. Throughout most of the era before the New Testament, God could only be in one place at a time, and often sitting on a mercy seat or inhabiting the Jerusalem Temple. But by the first century, God was seen as living in (one view) or above (another view) the seventh heaven, with the angels below and then the Principalities (demons) who controlled the earth in the lower heavens.
