No he was not 25 when he became King. He was several weeks shy of his 18th birthday when his father died. He was seventeen when his father died, then he married Catherine of Aragon, his brother's widow, on June 11th, 1509, and became king on June 24th, 1509, just a few days before his 18th birthday.
