World War I ended in western Europe when the armistice with Germany took effect on November 11, 1918. On June 28, 1919, Germany signed the Treaty of Versailles marking the official end of the war between Germany and France, Italy, Britain and other allies. Between these two dates, Allied powers had a blockade on Germany that was lifted during the Treaty of Versailles. Further treaties ended war in eastern Europe in the early 1920s.
Each country had their own reason for entering the war. Germany was pissed that they got screwed over by the Treaty of Versailles, Japan wanted to create an empire (at the expense of the "western" countries), Mussolini wanted to gain from France and Britain. Etc, etc.

Russia was convinced that Communism would work and was threatened by the success of Western economies.
