YES. The Palestinian Liberation Organization was (and is slowly returning to be) an organization that actively promoted, organized, and deployed militants to attack civilian populations in Israel and around the world in order to achieve the political objective of an independent Palestine. This is terrorism.
Palestine Liberation Organization (PLO)
The PLO (Palestine Liberation Organization) is an umbrella political organization representing the Palestinian people in their drive for a Palestinian state. It was formed in 1964 to centralize the leadership of various groups. After the 6-day war in 1967, it carried a distinctly Palestinian agenda. In 1969 Yasir Arafat was elected chairman of the PLO and he was then elected president of Palestinian states in 1989.
There are some Palestinian terrorist groups that are primarily nationalistic, such as the PFLP, DFLP, and the ALF (all of which were absorbed into the PLO). There are others that are primarily religious, such as Hamas. As of yet, none are sectarian since there are almost no Shiite Palestinians.
The main aim of the PLO is to establish a Palestinian state and to rid the world of Israel.

The three most feared Palestinian Terrorist Groups are Hamas, Islamic Jihad, and Al-Aqsa Martyrs Brigade.Fatah and Hezbollah are more famous than Islamic Jihad and Al-Aqsa Martyrs but do not qualify for the title "Palestinian Terrorist Group". In the case of Fatah, it has abandoned its major militant wing in favor for a more moderated police force, making it no longer a terrorist group. In the case of Hezbollah, it is primarily Syrian and Lebanese, not Palestinian.
