Paul by birth was a Jew of the tribe of Benjamin, but was also a Roman citizen. One will see that Mordecai was also a Jew and also from the tribe of Benjamin 20. Esther 2:5

A further understanding would be to look up the the meaning of the word Jew and see that The Hebrew word for Jew, יְהוּדִי, is pronounced [Yehudi, which one will see means " of JUDAH". Since neither Paul nor Mordecai were descendants of Judah, the man, one may realize that being "of Judah" would have to mean being of Judah, the nation, ( or in Greek) of Judea, a Judean. There is a difference between being of the tribe of Judah and of the kingdom of of Judah. This understanding is lost to most religions. They just lump Jews as Israelites and continue the misconceptions.

For the Mormons, Lehi who was a descendant of Manasseh, was a Jew because he lived in Jerusalem, within the kingdom of Judah. Then later, Edom became part of the kingdom of Judah. Although Edomites are not descendants of Jacob, but of Esau, these people are considered to be Jews today. Jews are erroneously alleged to represent all 12 tribes of Israel

Once the kingdom of Judah and Israel separated, The individual kingdoms had their own separate kings and lines of rule showing that Israel and the nation of the Jews were two separate nations.

Jesus and Paul were both Jews, but their religions and beliefs were different from what

Judaism espouses today. This should demonstrate that being a Jew didn't mean your religion, but your nationality.

Paul was a Jew (Hebrew), from a long line of Pharisees(Acts 23:6) born a Roman Citizen (Acts 22:25-28) in Tarsus of Cilicia, and instructed by the famous teacher, Gamaliel (Acts 22:3+4).
