After Persia established its empire by conquest, it tried to establish it as a peaceful and prosperous region. This was partially successful, interrupted by revolts by Greeks and other peoples seeking to break away from its control, regardless of the misery and losses which these wars brought.

Persia was certainly not a pacifist country and certainly did expand through conquest, but often offered more generous terms for conquered and tributary states than did other empires at the time, such as respect for local customs, beliefs, and some degrees of suzerainty.
