It is true that a token payment to Spain in the amount of $20 million was made to seal the bargain, but that was simply window dressing that made the Paris Treaty appear to be an act of business and diplomacy instead of a back alley mugging. For that symbolic sum Spain gave up the Philippines, Guam, Cuba and Puerto Rico.
