Yes DiC had dubbed it into English with voice actors with the first two seasons and then Cloverway took over the dubbing duties for the third season known as Sailor Moon S and for the fourth season known as Sailor Moon SuperS however the fifth season that is known as Sailor Stars was never dubbed by DiC or Cloverway for English audiences in the U.S. Viz Media was given the rights to dub Sailor Moon and they opted to re-dub all of the episodes of Sailor Moon so that they would be more faithful to the original Japanese version and would be completely unedited but would have their footage enhanced. Viz Media will also be dubbing Sailor Stars for English audiences and will also be dubbing Sailor Moon Crystal into English.
Naoko Takeuchi finished drawing the manga, and there was no story for the anime to work with after the Stars season. It's unlikely that Sailor Moon Sailor Stars (5th season) will be dubbed into English, since it's been fifteen years, and rights to Sailor Moon are gone.

Yes Sailor Stars was the fifth and the last season of the original Sailor Moon version however Toei Animation has created a new version of Sailor Moon which is called Sailor Moon Crystal which is a retelling of the Sailor Moon story. Sailor Moon Crystal is being more faithful to the manga but there are still elements from the original Sailor Moon series such as the same villains and the same Sailor Soldiers as well as Tuxedo Mask, Chibiusa, Luna and Artemis.
