No. It was Lincoln during the Civil War. F.D.R changed the day. On December 26, 1941 President Roosevelt signed this bill, for the first time making the date of Thanksgiving a matter of federal law .

Roosevelt wanted to change Thanksgiving to the 4th Thursday in November. This would boost the economy in making the Christmas shopping season longer. Abraham Lincoln had made it an official holiday, designated for the last Thursday in November. But in 1941, it was decided to be celebrated the fourth Thursday in November. Last year, 2007, it was celebrated Nov. 22, since Nov. 1 was a Thursday.
