It depends on your definition of what it means to "walk". From fossil evidence we know that Tiktaalik favored shallow habitats close to land and that it could very easily support itself against the force of gravity. So it is at least conceivable that Tiktaalik was capable of pulling itself up and out of the water when it needed to. But whether you would call this "walking" is a matter of definition.
With this provision in mind... Was Tiktaalik one of the first fish to amble in some manner on land? Quite possibly, yes.
