Yes Veteran's day is always on November 11th. The resaon for that is because World War 1 ended at November 11th at the 11th hour. The 11-11-11 seems very symbolic so the United States decide to use that day.

No, it has not been in the US. Under a Federal Law, for seven years (1971 to 1977) the US celebrated it on a Monday or Friday near the November date to allow for a 3 day weekend. Veterans Day was celebrated on the fourth Monday in October from 1971 until 1977 in accordance with the Uniform Monday Holiday Act. It was moved back in 1978. Public protest over the change of date caused it to be reverted to the traditional November 11th, the anniversary of the Armistice that ended World War 1.

A Congressional Act (52 Stat. 351; 5 U.S. Code, Sec. 87a) approved May 13, 1938, made the 11th of November in each year a legal holiday .
