No, Shakespeare was certainly male. He does, however exhibit a strong sensitivity to the feminine point of view in the creation of many of his characters including Paulina in The Winter's Tale and Constance in King John. Some might consider that this is evidence that, in the modern parlance, his sex may have been male but his gender was female.

No, all surviving authentic images of him show him wearing men's clothing. However, it is possible that he might have worn women's clothing if he played the part of a woman on stage. What meagre evidence we have about what parts he played suggests he did not play womens' parts and so had no call to dress like a woman.
