The planned Islamic community centre will be two blocks from 'Ground Zero', further from the site than one already existing nearby.
As to why in that part of the city: because it is the people in that part of the city who want it built, and that happens to be the site they have obtained for building the centre on.

∙ 11y agoNo. There is a new tower being built, as well as a memorial for the Twin Towers. The supposed Mosque is actually a Muslim community center several blocks away.
