That really depends on your interpretation of smart: he was definetly a skilled sailor and managed to find his way to Hispaniola easily without navigation materials, but he was not a nice person and made a huge mess of the Hispaniola colony and killed a lot of people and failed to trade with the Taino (local tribes) because he always assumed that people were against him and wasn't very tactful. Overall, he was probably a quite intelligent person though he still had plenty of weaknesses.
