Athens turned the Delian League which it had led against the Persian Empire into an empire of its own and milked them of the funds it used to not only glorify the city and promote culture and learning but also put half its citizens on the public payroll and live high on the hog. The other city-states did not have these lavish resources and lived a sparse lifestyle.
