human beings who err can escape justice and punishment by worldly jurisdiction , but divine justice comes upon them sooner or later. Adams the defendant in the story is acquitted of the charge of murder for lack of evidence . The jury is rendered helpless as it cannot be decided which one of the twins has committed the crime . Outside the court ,one of the twins is pushed on to the road and hit by a speeding bus: his skull is smashed in a similar fashion as was Mrs Parker .It is clearly evident in the story that the police kept the roadway clear of traffic, yet a bus suddenly came exactly when the twins came out of the court and one of them was pushed in its path and killed. The author has let it to the readers to decide whether or not, it was an act of DIVINE JUSTICE .

Would it not be better if the criteria for legal outcome were not only must justice be seen to be done but justice must actually be done?

This aphorism is stated in the order that we are accustomed to for historical reasons. The principle that justice should be done was accepted from the earliest times. It was probably accepted as a sine qua non of justice even before the Emperor Justinian gave his name to the concept of justice. The principle that justice must be seen to be done came later, and is still not universally accepted, even in countries with advanced legal systems. The best reason for keeping the saying as it is may be that insisting on visible justice is the best way of ensuring actualjustice being done. It is instructive to consider the previous paragraph in the light of Guantanamo Bay.

What is the significance of reconciliation?

The Sacrament of Penance (also known as Reconciliation or Confession) re-establishes Divine Grace in the soul and the spiritual childhood of the person confessing. It repairs the major damage done by sin that has separated a person from God, in the case of mortal sin, it has completely killed the divine life in the soul, and it re-establishes where we were immediately after Baptism.
