Assuming you mean "Finland", the country, then the answer was NO. Finland was invaded by the Soviet Union, and received help from Nazi Germany, but was not part of the Axis.

In essence, the Finnish-Soviet war (aka The Winter War) was a completely separate war that happened to be fought at the same time as World War 2.
