Major General US Grant sought to conduct raids against Southern supply and ammunition depots. Also against railway lines. His policy appeared to be a reversion to older methods of warfare which in part, was due to the pre-existing hostilities in this "national war". Grant recognized that there were political penalties following this course of action. Grant's planned raids did not aim to devastate the Southern population's farmlands and livestock. This lay in contrast to the policies of General Sherman as he marched through Georgia in 1864.
