Sadam was a student (secretary of a political party) during the 1960s and thus quite a bit out of Ho Chi Minh's league during that time in history.
Secondly, for some reason, Asians in Eastern & Southeast Asia (Korean War and Vietnam War) fight determined wars: victory or death. Wars fought in SouthWEST Asia seemed to do a lot of surrendering without accomplishing very much (Half a dozen Israeli-Arab wars from 1948 thru 1973; Iran-Iraq War 1980-1988, Operations Desert Storm, Iraqi Freedom, No Fly Zones, etc. etc. etc. and no conquered nations in ANY OF THEM! All fought to a draw or quickly ended with near "Gentlemen Agreements"). Thus it seems in keeping with the the SouthWEST Asian's personality (or traditions) to attempt to "strike up a deal" (Seeking Friendly Relations). Possibly a deal maker like Saddam could have tried such a thing in the 80s/90s but certainly not a determined man like Ho Chi Minh.
