Thus it seems in keeping with the the SouthWEST Asian's personality (or traditions) to attempt to "strike up a deal" (Seeking Friendly Relations). Possibly a deal maker like Saddam could have tried such a thing in the 80s/90s but certainly not a determined man like Ho Chi Minh.
