No, it was a destructive plate boundry. :)
In Kobe there were two sorts of Buildings, the older ones, and the newer ones The older ones were made mostly of just wood, and therefore werent very sturdy and burned very easily too. Which made them easy targets for the earthquake, and the post-earthquake fires. However the newer ones were built with earthquakes in mind, and were made with steel frames, and extra support (etc.) unlike the older wooden houses. This made them harder to burn or knock down. Although, some weren't as 'earthquake-proof' as thought and did fall down as well. But the majority of the newer buildings managed to survive the earthquake
Around 310,000 people were made homeless while around 6,000 people died and 26,000 people were injured.

Kobe city is located in Japan. A city of southern Honshu, Japan, on Osaka Bay south-southwest of Kyoto (the old Japan capital). A port and manufacturing center, it was almost entirely rebuilt after World War II. Population: 1,530,000.The city was badly damaged by an earthquake in 1995.Kobe is also known as Owada Anchorage; the city of Beef.
A conservative plate margin. These 2 plates run-along side each other, but because the plates aren't smooth they can get stuck, they can stay like this for decades and then suddenly one plate lurches forward. Just like the South American Plate, this made Loma prieta break out. Hope this helped!!

This earthquake was caused by two conservative boundaries rubbing together and making the plates tremble. These plates do not destroy any crust but make a huge "rip" in the ground.
