No, it was a military decision made entirely by the only man authorized by the US Constitution to make such decisions in time of war: the Commander in Chief of the US Military, the President, Harry S. Truman. While he certainly consulted advisers, the final decision was entirely his alone.

To put such decisions up to a democratic vote would certainly severely cripple the ability of the US to fight in any war and would fully disclose to all our enemies our defense plans.
