The second atomic bomb was used on Nagasaki because Japan did not surrender after the first bomb on Hiroshima. The goal was to force Japan to surrender quickly and end World War II.

Italy was the first of the axis powers to surrender. They signed an armistice with the allied forces on September 3rd 1943, almost 2 years before Germany and Japan.
Answer Italy on 8 September 1943 Italy overthrew dictator Benito Mussolini in July and tried to negotiate with the Allies to join them as an ally. The Allies would only agree to an unconditional surrender. The surrender was announced when it was learned troop ships were headed to Italy.
There would have been NO surrender.
