When did the Hitler youh become compulsory?

Membership of the Hitler Youth became mandatory for children of Aryan backgrounds in 1936 and was re-affirmed in 1939 when membership became required even for those children whose parents opposed the movement. However, the war made it increasingly difficult to enforce these laws and between 10 and 20% of boys eligible for membership at the time did not join - a point often made to those exposed as having been members who claim they had no choice in the matter. To be fair to them, avoiding membership would have both difficult and likely to lead to ostracism from one's peer group.
