Good and bad are subjective terms, people do both good and bad. Severus Snape certainly wasn't without fault - he did a lot of bad things, but he also did a lot of good things. Snape joined the death eater initially, but was later instrumental in destroying Lord Voldemort.

Snape was never really close enough to Lucius Malfoy to be considered "working with him" but if you mean is he evil then no. Sure Snape had his fair share of fascination and skill with the Dark Arts but he is a good man working truly with Albus Dumbledore!
