Yes it was. Some colonists joined the continental army because they knew they were being taxed unfairly. The phrase many Americans said was "taxation without representation" because they got no say in the acts Parliament made.
The Revolutionary War had just been fought. One of the issues that prompted it was the idea that there should be no taxation without representation.
