The January 9, 1905 revolution (Bloody Sunday) is coconsidered a revolution not because it resulted in the complete overthrow of the existing government (the Tsar), but because it resulted in the Tsar creating a democratic legislative body that was supposed to make laws. This was a partial change in the government where the Tsar had the only say in how government operated.

It also changed the way the Russian people thought of the Tsar. Before the revolution they thought he was genuinely interested in their situation and referred to him as their "little father." This changed completely when his palace guard shot down many unarmed peaceful demonstrators that day.
