It was comitted by a fraction of the Provisional IRA (the main terrorist group in Northern Ireland) which was called the "Real IRA", that opposed the Provisional IRA's interest in peace negotiations. It backfired, and even the Provisional IRA denounced the act. The town police had been informed of the bomb by the terrorists. However, the police assumed it would be somewhere near the courthouse, at one end of the High Street. They cleared the area, but ended up directing more people into the area by the bomb, which was hidden in a car at the other end of the High Street.
There has been a long history (from Fenian times) through to the present of the IRA bombing English targets. In the 1970's this was done out of a sense of "one bomb in London is worth 100 in Belfast". Also, according to "Armed Struggle:The History of the IRA" by Richard English British negotiators had said during secret negotiations with the IRA that a large bombing campaign would persuade them to leave Northern Ireland.
It wasn't the Irish Republic that carried out the bombing. It was an illegal organisation called the IRA(Irish Republican Army) which sought the complete withdrawal of British forces from Northern Ireland. The organisation has now disarmed and abandoned its military ambitions. Its political counterpart, Sinn Fein, is now in Government and working with its former enemies to make the Northern Assembly work.
