Certainly not.

Each of the big four was looking out for their own National interests and hoping for a strategic advantage knowing that just might be essential when the next European war began, and that even was bound to happen. They were all tired of war and all needed a time of peace and prosperity, political and economic stability as well as a respite to rebuild for the next big one.

The French Minister, Talleyrand, did his best to insure that his defeated Nation was left with adequate resources to both survive and to regain a seat at the table with the Big Four.

It also failed to make all of the correct available choices when it came to Nation building, but it did make a valiant and honorable effort to achieve peace.
