Assuming you mean effective: Oh yes! It utterly destroyed Iraq ( which had nothing to do with 9/11) and killed hundreds of thousands of innocent people. It besmirched the honor and ruined the reputation of the United States at home and abroad. It strengthened alQaida, both in status and in numbers. It did serious harm to American military discipline, morale and esprit de corps. Oh, and it made Dick Cheney and others very rich. It was effective all right. Maybe in a hundred years, America will have recovered from Dubya's insane Administration and its disastrous military adventure.
