There was no declaration before the attack on Pearl Harbor because the Japanese government believed a surprise attack would cripple the United States Pacific Fleet and prevent them from interfering with Japanese military expansion in the Asia-Pacific region. It was seen as a strategic move to gain an advantage in the early stages of the war.

The Japanese navy aimed to incapacitate the U.S. Pacific Fleet at Pearl Harbor to prevent American interference in Japan's expansion efforts in Southeast Asia. By delivering a surprise attack, they sought to destroy key naval assets and buy time to secure their territorial gains. This strategic move was intended to establish Japanese dominance in the region and deter the U.S. from retaliating effectively. Ultimately, however, the attack galvanized American resolve and led to the U.S. entering World War II.
The US were selling oil and other materials to japan but when japan started to invade china we no longer sold anymore oil or anything else and we froze their banks which were in the us which made then relatively angry. As a result they sent planes over to attack pearl harbor and in return we declared war on them pearl harbor, but the US provoked the Japanese to attack because the international banking interests wanted another world war to reap MASSIVE profits, a piece of evidence would be the fact that THE AMERICAN STANDARD OIL COMPANY WAS SELLING OIL TO THE NAZIS AND THE CHASE BANK WAS SUPPLYING GERMANY WITH MONEY!!!!! Before WWII even began, the US and Japan were watching each other very closely as imperialism pushed itself into the 20th century. The Japanese had invaded many areas like French Indochina and Malaysia, this made the US develop contingency plans in the event that the colonies of the US would be victim to the Japanese war machine. The Japanese were very aware of this and bombed Pearl Harbor because of this. Sure no one say the oil Americans cut off before the attack, but the bigger picture lies the ambition behind the Japanese foreign policy, their interests as actors on the world state: conquering as much as it could without any formidable enemy in the way. Pearl Harbor was perfect for attack as important fleet units were presented there and needed to be destroyed as the water was very important in the pacific theater. If the US could not move, then who would challenge the Japanese fleet? The Japanese thought the attack could damage American morale as the attack was preemptive in that it was destructive, but hidden till it happened.
The origins of the tension between the US and Japan, which ultimately led to the attack on Pearl Harbor, dates back to the early part of the 20th Century. In summary: In response to Japan's declaration of war on China, which occurred in 1937, and then in 1940, further advancing their troops into northern Indo-China, the US demanded that Japan withdraw from China. Japan refused the demands of the US. In July, 1941 after Japan had refused to withdraw from China, the US, (who supplied Japan with approximately 80% its oil resources, and many of the country's other resources) imposed a complete oil embargo on Japan. This decision, and event is what triggered Japan to attack Pearl Harbor. The reason Pearl Harbor was chosen, as point of target, was, in May of 1940, the US Navy had moved its US Fleet headquarters from San Pedro, California, to Pearl Harbor, Hawaii. Ironically, the move was a planned one on President Roosevelt's part, to counter Japan's increasing maneuvers and presence in the South Pacific. This decision, and the United States' under estimation of the ability of Japan's military to successfully attack the Navy's fleet at Pearl Harbor, was critical to Japan's successful plan and attack.
The US Harbor was presumed to be too shallow for the usage of aerial topedoes. In fact it was too shallow, so the Japanese had to put a modification on their aerial torpedoes so that, after they were dropped by the torpedo bombers, they would not initially submerge too deeply. Also the anti-torpedo netting would have been a challenge & inconvience to move around & adjust as the ships came & went from the harbor. Local US Navy leaders at Pearl Harbor thought that it was not worth the trouble to take these extra steps.

Because they gained complete and total surprise. No declaration of war had been issued so, even though we knew hostilities were immenent, we had no reason to expect an attack. And, to the expent we did think they were planning something, we thought it was going to be against the Philippines or the Dutch East Indies. Thus, when they came flying over at 7:00 on a Sunday morning, most of the men were still asleep, no guns were loaded, no planes were in the air or even ready to take off and, worst of all, all the ships were tied up at dock with their engines cold so they couldn't even move.
