God lives in eternity and we humans are constrained by time - living on a linear plain. There are many Scriptures that tell us that God had a plan to save mankind from before He formed the physical world through the Word (see Isaiah 46:10; 1 Corinthians 2:7; 2 Timothy 1:9; Titus 1:2; Hebrews 2:10; 1 John 3:1-2 and 1 Peter 1:18-20 to list a few).

The Bible reflects God's Plan for the salvation of mankind - outlined by the 7 festivals. These are first the Passover where Jesus' blood/life is given to cover all sin; the second is The Days of Unleavened Bread showing God's acceptance of said sacrifice allowing us to put sin out of our lives as we strive to follow Christ; the third is Pentecost which depicts God's Holy Spirit being made available to the disciples (then and now) to make a dwelling place for those God calls in their lifetimes (see John 6:44, 65 and John 14:23).

The 4th step - The Feast of Trumpets points to Jesus' 2nd Coming

The 5th step - The Day of Atonement points to Satan being bound for a 1000 years

The 6th step - The Feast of Tabernacles points to Christ's Millennial rule over the whole Earth

The 7th step - The Last Great Day or Eighth Day points to the opportunity for all who were not called during their lifetimes and all who have not become incorrigibly wicked and cannot repent, to receive their opportunity to be called and receive Jesus's for their sins as their only hope of salvation. The 'veil' of deception will finally be removed so all can fully know the truth (see Isaiah 25:7).

Was the Pentecost the beginning of gods plan for the church?

Yes, maybe you could say that before that day of Pentecost in Acts 2 the church did not really exist. Or maybe you can say the group of believers that existed after Christ's ascension was the beginning of the church.IN ADDITION TO THE FIRST ANSWER:The seven annual Holy Day feasts of the LORD listed in Leviticus 23 reveal God's seven-phase plan [for the ultimate Salvation for MANKIND... not just the beginnings of the church]; the "beginning" of which the first answer points out is the Passover. The first person to point to this "future-beginning" was ABEL, a son of Adam and Eve, whom we see "making offerings to the LORD" by "sacrificing" lambs from his flocks [while Cain, the farmer, made offerings from his harvests: still, an honorable offering, but not like the shedding of blood - see Heb.9:22]. Abel's sacrifices were the first to "point to the PASSOVER" and the Promise of the coming Messiah."...Abel became a shepherd, while Cain was a farmer. At harvest time Cain BROUGHT TO THE LORD A GIFT OF HIS PRODUCE, while Abel BROUGHT SEVERAL CHOICE LAMBS FROM THE BEST OF HIS FLOCK. The LORD ACCEPTED ABEL AND HIS OFFERING..." (Gen.4:2-4 NLT New Living Translation)."It was by Faith that Abel BROUGHT A MORE ACCEPTABLE OFFERING TO GOD than Cain did. God [the WORD; Jesus Christ, the Creator LORD God of the Old Testament - see John 1:3] accepted Abel's offering to show that he was a Righteous man..." (Heb.11:4 NLT).Abel was the first "called-out-one" of God in the history of mankind in what the world casually, and often ignorantly, refers to as "the church" [ekklesia: assembly, congregation].Pentecost comes and came later in God's plan with the Jew's rejection of the Messiah, and the subsequent offering of His Holy Spirit and Salvation to ALL OF MANKIND [referred to in Scripture as the "Gentiles"]."I want you to understand this mystery, dear [Gentile] brothers and sisters [Paul writes to the church... called-out-ones... in Rome], so that you will not feel proud and start bragging. Some of the Jews have hard hearts, but THIS WILL LAST ONLY UNTIL THE COMPLETE NUMBER OF GENTILES COMES TO CHRIST. And so ALL Israel WILL BE SAVED..." (Rom.11:25 NLT).Pentecost is the THIRD PHASE of God's plan [the last and ongoing phase of the three phases of God's "Early Spring Harvest"]... the Passover [Christ's sacrifice for His creation], Days of Unleavened Bread [the opening of the spiritual understanding of the Scriptures to those whom God is calling - Dan.12:10], and Pentecost [the calling out of His church from all the races of mankind, that began with Abel], following Christ's murder by His own creation and His own people who rejected Him... thus throwing open the door to all of mankind for the possibility of God's Grace, Mercy and Salvation. The final four phases of God's plan in the abundant "fall harvest" will be fulfilled when Christ returns.
