If you were born in the U.S. then you are considered American technically. However, most Americans will identify you by race. So if you are Puerto Rican, Spanish, Indian, etc, you are considered of "foreign" decent. If you were not born here, forget it, you are a foreigner. Even if you obtain citizenship, you are not American. Same goes in the opposite direction. If I move to Mexico, and live there for twenty years, I am still not a Mexican! I have blonde hair and blue eyes.

The Spanish-American War of 1898 was the US's FIRST foreign war, and the Philippine Insurrection of 1900 has often been considered an extension of the Spanish-American War(and not a foreign war as the Philippines was considered part of the US in 1900-by treaty). Unlike the Spanish-American War of 1898 (which was fought by an all-volunteer army), the US reinstituted the draft of young men for the military during WWI (the first draft (conscription) was in the US Civil War 1861-1865).
