Yes. It was an animal and part of Gods creation, like any other, and thus was taken onto the ark by Noah as instructed. Noah and his family trusted God, and thus had no reason to distrust snakes or any other animal ....
If you are thinking of the Garden of Eden when the devil spoke through the serpent... serpents did not retain a voice after this incident! God cursed them to remain on their bellies, but the whole world was cursed - the curse of sin, meant that death and pain and misery came upon all creation.
If you are thinking that some snakes are poisonous and thus may have posed a danger - there were a number of dangerous animals on board the Ark. The miracle was that God kept peace and harmony between them (wolves didn't eat the sheep, etc!).
