No. In 1913, Curtiss introduced the first commercial flying boat, the Model E. There were regular flights of air boats in the UK starting about 1920. The Spruce Goose didn't come along until the 1940s.
The Spruce Goose was the largest plane to fly. Before the Spruce Goose, pilots adjusted the control surfaces of a plane with their own muscles, but the Spruce Goose was so large that power controls were required. Howard Hughes decided to park the plane without offering any explanation to anyone, apparently being dissatisfied with the performance of the control system - and of course, now we will never know.

The Hercules (Spruce Goose) is the largest flying boat ever built, and has the largest wingspan of any aircraft in history. It survives in good condition at the Evergreem Avoatopm Museum in McMinnville, Oregon.
Except for Spruce Goose, mocking nickname by the American press for the H-4 Hercules flying boat, created and flown by millionaire Howard Hughes, played by Leonardo DiCaprio in "The Aviator, although the airplane was really made of birch instead of spruce. The "Spruce Goose" is the Hughes H-4 Flying Boat, which is one of the largest planes ever made--in wingspan and height it is larger than the Lockheed C-5 and the C-5 is only four feet longer. They designed the plane to use to transport troops to Europe during World War II. During the war, the Nazis' submarine fleet was sinking a lot of troopships. They needed a troopship that couldn't be sunk by a submarine, and the only way to do it was to build one that flies. It was made of wood (actually birch, though spruce was common in aircraft construction) because of the shortage of metal. They flew it once and it would have been really great as far as saving lives during the war, except that they finished it two years after the war ended. Now it's in a museum in Oregon.
