no, it is like when a baby is born, they are a organism that has been incubated in an egg and are growing into tadpoles that later grow into frogs.

A frog's tadpole doesn't look like the parents. The tadpole has to stay in water until it develops into an adult frog. As a frog it can leave the water and breath air, returning to the water whenever it wants.
