I dont know what an artesian wall is but an artesian well is a well that has been drilled and the driller hit a big water vein and the water from the well over flows the hole that is drilled and in turn the water overflows the well casing....there is nothing bad about an artesian well except that the ground around the well will always be damp and soggy.

Check for a crack in your distributor cap. Look for condensation inside the cap. WD-40 will displace water if you find it in the cap. That is a starting place.
The only thing I can get from that question is that there is a hairline crack in the cap.

it could be a crack in ur distribitor cap which lets the moisture get in to ur rotor button..... to see it the is the problem spray some wd-40 on ur distributor cap before it rains and if after it is rainin ur car starts then u probaly need a new cap. the wd40 has a silicon base thing it it which temperay seels the crack to keep the water out.... even if u dun see a crack on ur cap still try this because hair line cracks can cause this problem even when u cant see the crack with the naked eye.
