Some Arabs were nomads, but quite a number were not.
Muhammad and most of the early Muslims in Mecca and Medina were Settled Arabs who lived in cities and oases. However, most of Arabia was filled with Bedouins, who are Arab Nomads. After Muhammad died, the Arabs, both Settled Arabs and Bedouins, launched an attack on the settled populations of Mesopotamia, the Levant, Egypt, Persia, and the North African coast. With the exception of the Persians, most of these populations became "Arabized", meaning that they began to speak Arabic, convert to Islam, and call themselves Arabs. They were almost all settled people, not nomads.

If the definition of civilisation is the development of cities, then Islam actually began in the cities of Mecca and Medina, in the 7th century CE. Of course, there were nomads, just as there are today, but many Arabs were city dwellers. Arabia was not a unified nation when Muhammad began to spread Islam, and personal allegiances were to one's tribe, more than to a city ruler or king. Islam was the catalyst to unify the nation and reduce the importance of tribal loyalties.
