Were can I get a program to make a Pokemon sprite for Pokemon Emerald on the VBA and is there a program to make an attack and what it looks like and what I does and its power and accuracy and its type?

Im sorry, but there is no program for that in Ruby or any 3rd generation games. For Diamond and Pearl, there is Pokesav, where you can hack into your game file. You can get Pokesav at www.Pokesav.com. You have to download it(free), but use the second download option.
You don't understand VBA is for the computer well actually its a program you download online but I need this for Pokemon emerald I don't have Pokemon diamond or its emulater plus pokesavs for hacking and changing Pokemon not creating sprites or attacks I have pokesav its rally usefall for makeing AR codes but better answer please but thanks for trying to answer my Q and I know it exists I've heard of it and I know places that give true info yo.
